Keeping this strictly to horse racing, I was very glad to see that HISA has been fortified against litigation written and designed to impede uniformity, much stricter and uniform drug protocols, safety and welfare for horses and riders, the fans and bettors through the clarifying legislation very recently passed. This amendment should end the stay of HISA implemented by the circuit courts.
The major groups are coming out in favor of HISA again and those who want to fight progress and are embedded in an antiquated status quo have been given the opportunity to evolve and get on board.
I suspect there are some alphabet groups, notably ARCI and the various HBPAs which will cry and whine and moan and perhaps continue with reactionary litigation. I hope not, primarily for the sake of the horses and riders. It will be refreshing not be the outlier with the worst rules and regulations for horse racing on the planet.

As expected:
since the amendment included in the spending bill strengthens the FTC's rule making and oversight role of HISA, it provides a fix for “the alleged constitutional defect.”
The filing summarizes: “Accordingly, the [Fifth Circuit] panel opinion–predicated on a prior version of HISA that no longer exists and that Congress purposefully replaced–cannot stand.”
Good. One step closer to sweeping the status quo reactionaries out of the way so we can experience a sport with unified rules and regs. for all jurisdictions. Progress.

There are two places you will not find Beta Bob's name. On the list of trainers who support HISA and on the list of trainers who have come out in favor of the Water-Hay-Oats-Alliance [WHOA]
