However, the obstinate bastard has now started using upside down ?'s, so he is in permanent moderation.
Unless one of his posts that contain the upside down ? are warranted as worthy of posting, the majority of his posts all go straight in the shit - can! Then, like the whinging pom that he is, he cries that he is being "censored"!

Correct and that is very prominently used in Europe. However, he uses the upside down ? just to be an annoying arsehole!
