Colleges can reopen but churches and other indoor gatherings are still very limited.  Wasn’t Phase 4 supposed to be full reopening? Some of these listings make sense, some don’t.

This is applicable to NY only.  VP Pence said the administration will be releasing reopening guidelines for all schools.  The CDC, however, has released guidelines already that the administration disagrees with as usual.  The administration guidelines will be less restrictive.  
The issue is that there are no good studies on positive, virus carrying non symptomatic children's ability to pass in the virus to adults, or prevent other kids per one commentator.

Unless the administration holds to their threat to withhold money if schools are not opened when the administration says.  Devil and the deep blue sea...need money to do contact tracing, more tests, provide PPE and to reopen safely at the state's decision but the feds say no money until they are reopened whether it's the right time or not!

Mental health experts are stressing the dangers to children of not opening schools, plus Schools can’t afford to be closed any longer.  There is not going to be any money to bail them out.  They don’t have a choice. Districts whose governors say no will end up defying them.

In the end, the administration is probably listening to educators.  They have probably been told privately by school districts all around the country that they. Keeping them closed hurts the poor more than any other group because those children can’t distance learn without access.
