Hopefully they were shut down and stripped of a lot of their assets.

Now if we could hunt them down wherever they hide in the world, and do something to them in a manner that sends a message. Sort of like how Vladimir the Impaler made examples of his enemies.

It would need to be a big example and it would need to stick. It’s kind of like telemarketers in India. The Indian government hates them but they have no other means. Of making good money and it works enough of the time to make it pay.  We’ve talked about that here.

Taunting those telemarketers is a sport in my house.  If they're going to waste my time, I will waste theirs, giving them less time to harass other people.  They are desperate to sell so they will swallow THE most ridiculous comments from me before they finally realize they are wasting their time and hang up on me.

If you get these kind of calls on your cellphone, I recommend an app called "Robokiller".  It has an enormous database of spammers and block those numbers from calling you.  If there are any new numbers used by spammers, the app plays a prerecorded message that sound like a live person fooling the spammer into interacting with it and also records the conversation.  Some of the conversations are hilarious.  I was getting 5 or more spam calls a day on my cell and now it is down to almost nothing.

I think spammers pass your phone number on to other spammers so blocking the number doesn't stop the spam.  They also know how to spoof numbers so the number you see as the origin of the call is not the real number and blocking it will do no good.

Yes that is true. The phone companies should do something about it. They can ban all robocalls.

Mostly they have been waiting for legislation to take effect that authorizes them to do so.

Then they can take all calls that end up in their networks that are not from a vetted source - e.g. spoofed VOIP calls - and send them to /dev/null.

That will completely shut down an awful lot of the scam / fraud robocalls. Unfortunately it probably won't stop the debt collection industry and many of the more legalized theft and fraud things such as time shares, payday loans, and numerous other schemes that prey upon the poor, the vulnerable, the gullible, and the desperate.

But when it comes to the ransomware hackers, which is a whole other animal in the kind of damage they do, I believe that they should be considered terrorists and thus eligible to be hunted down to "terminate with extreme prejudice" just as if they had, say, orchestrated the flying of hijacked airplanes into tall occupied buildings or used a Ryder truck full of explosives to suddenly re-arrange the skyline of Oklahoma City.

Find who are the masterminds, then use all the full assets of various intelligence and military and foreign assets to track said mastermind / kingpin, and just plain old assassinate the SOB. Or grab him off the streets of some place he thinks he's safe, and let him spend a couple of decades being waterboarded at Gitmo.

Or just pop him on a street with a "Bulgarian umbrella".

In the old days they'd think he just had a fatal heart attack or something. Even today it's very difficult to discover the weapon used in any normal autopsy. If the projectile is made of sugar or something else that dissolves, it's even harder to find what near microscopic object was fired into his skin at close range.
