Yes, all indications are that he was a bad cop. He was also extremely socially awkward. For some reason with 22 complaints about hi, he was only reprimanded once.  Somehow he was just under the radar.  It’s similar to school shooters, who everyone identifies after the fact but never before,

Unions were created for different purposes in public jobs vs private businesses.

If all of this is true, then it looks like their radar sensors (his superiors) need to be re-calibrated and dealt with properly too. They are the ones who let him slide for most of those complaints!

Edited to add: [One or two complaints perhaps... but the 3-strike out rule needs to be applied... not 22 complaints later!]

Which is why police departments are in the crosshairs.  If you have a good one, you don’t know how bad they can be.  Some are downright corrupt.  Some range from excellent to Ok but don’t want to shake things up too much. Some police themselves.  He was there a long time and probably didn’t  catch anyone’s eye but he should have.  Some of his behaviors sound like the may have been on the autism spectrum.  At the very least, he had trouble relating to people.

Something else the anti police voices don’t mention is that 97 officers have been killed on the job so for this year.  There are over a million arrests each year and a small number end in a suspect’s death.

That statistic itself is astonishing... Apr 29, 2021 is the 118th day since Jan 1, 2021... and 97 officers have been killed. That's 0.8 officers... slightly less than 1 a day... killed each and every day!!!

But yet the death of the millions brought in is so small!

And the real sad part is that the liberal news media hardly make mention of the police officers killed but blow up out of proportion those whom the police kill... but then here again... it turns biased once again... there are more white people killed by police than black people, but the liberal news media only plaster all the media stations with the bad cop news when a white cop kills a black person killed while attempting to escape.

And on a similar note, there are more black people killed by black people than black people killed by white people in general too... but the liberal news media here too... conveniently doesn't report that either!

I found a higher number of police deaths on another site, so even that isn’t completely known.  If the media made an effort to share that news with us we wouldn’t be limited to what we can search on the internet.

And don't forget the big tech sites banning certain information from being viewed. So both liberal media and liberal big tech companies seem to be the ones attempting to cover up the actual truth.

Strange that it ALWAYS (not sometimes) seems to boil down to something liberal/Democrat related!

The number of police deaths is now 111. They do t track those. Remember the covid death countdown that stopped being reported in news stories after Biden won?  CNN still has their tracker but no once is talking about it.  This may be why.  It was silly to blame Trump for Covid deaths and just as useless to blame Biden, but here it is.
