Not necessarily... what about being routed to an IP address in Atlanta, Houston, Dallas, San Francisco, New York or any number of other US based IP address which belong to a Chinese operative who then relays your signals via VPN to a local Chinese consulate or Embassy office and from their via satellite directly into China.

It's not really that simple to block everything. One would need Advanced Malware Protection security on their machines to stop that and most people just don't use that level of security!

Man in the middle attack. And a lot of end to end encryption which should theoretically thwart that, isn't that secure when your adversary has thousands of acres of super-computers that can devote many teraflops of code cracking power to divine the plaintext.
