It also encourages universities to maintain ridiculously high tuition rates.  Last time I looked it was $60,000 a year to attend an elite university.

Public schools follow the same model. Not tuition because their income is paid by the taxpayers.

Catholic colleges and similar tend to pull down the average costs because their tuitions are usually lower than other universities.
