LOL... it's actually a data center long overdue for an overhaul.

I worked in IT for almost 40 years. and I've been in numerous data centers and saw many 19" racks lined up 20 racks deep with anywhere from 8 ~ 16 rows of them, but none of them ever that overgrown.

When cables outgrow the rack by that much, it means the racks have been there for at least 5 or more years.

And switches and routers usually have a lifetime of 4~5 years. So all the switches, routers, blade servers and/or what ever all those cables are connected to are in dire need of replacement after 5 years.

The cables as well... are probably all Cat 4 or Cat 5. Optical cables are a bit more expensive, but all of the backbone connected devices should move to optical cable and the rest of the devices should move to a thinner Cat6E cabling to drastically reduce the thickness of each cable. 

Not to mention all of the older routers/switches/blade servers too probably all need to be replaced ASAP.

Note: Troubleshooting such a cable nightmare would be the pits... you would have to move 30 or 40 cables out of the way just to find the port the cable you need to remove or replace is attached.

They don’t remove old ones before installing new?  That doesn’t seem scientific.

LOL... they just keep adding cable after cable after cable until all ports are filled up. 

And in some cases... removing the old cabling is too cumbersome so they just unplug the old cable, leave it hanging in the maze and re-route a new cable over the top of all the others.

When they get that bad... it's usually a matter of time (probably 1 year or less), when they realize they need to upgrade to faster and better switches... then they pull everything out and replace everything thing including using the thinner cabling.

Switch to switch or router cabling is all upgraded to optical fiber which is very thin. Servers are also connected using optical fiber too. And when they do need to pull regular copper cable... they use the thinner type available today that wasn't available in yesteryear.
