I saw this on a Japanese TV Quiz program today so I'll leave out my answer for the time being.
It was basically about people who are dehydrated and their body temperature starts to rise and so what is the quickest way to bring their body temperature back down by cooling which part of the body.

You were very close... actually, it's the palm of your hands.
The quickest way to bring one's body temperature down is not with frozen or icy items as that will cause your blood cells to shrink.
What's best is to use a plastic water bottle filled with water of approximately 10~15 degrees Celsius in both hands gripping two bottles (one for each hand).
