I have no idea why a backup is not available and working.

I worked with ANA (All Nippon Airways) back in 2011 when they flew the world's first 787 commercial airliner. 

They have two data centers in Tokyo and a third backup data center in central Japan. I believe JAL (Japan Airline) and many others also have at least 1 or 2 backup data centers as well. 

Even one hour of downtime can cost them tens of millions of dollars.

I was outsourced to help them test the failover/failback of over 400 different systems.

This should have never happened.

This might explain why it failed. Inclusivity is apparently important, while having a system that actually works all the time is not.

Pete Buttigieg rebranded FAA NOTAM system to make it 'more inclusive'

The NOTAM system previously stood for Notices to Airmen but Buttigieg's office changed it to stand for Notices to Air Missions in December 2021.

No, but his money and attention should have been on backups.

The backups should have been in place when that system was inaugurated.

Yes. What a disaster. They should have troubleshooters on their payroll who can anticipate everything that could go wrong and have mitigation steps in place to prevent or override it before it ever breaks.  But they use all the right pronouns.
