Other.  1 & 7.    They don't prepare her & she's there to take hits & that's about it. Well, she also fill the tick marks for a couple categories.

I voted She's in that position as fodder to take hits for the administration.

But 1 & 2 are probably also correct too. But it's because she's used as fodder that they don't provide her with the data to give correct answers, but also give her "gaff off" methods/talking points to refuse to answer the tough questions as well.

I agree. She’s considered and acceptable casualty. Did she know that when she took the job?  
 

Her name is spelled with only one “n” but I can’t remove it without losing the text on the end of the subject line. We can start discussions with long titles but can’t edit them.
