I need to downgrade my membership back to basic but cannot find out how.  I don't want to cancel my account but income is lower now and I only need basic access anyway.

Since you used PayPal to subscribe,  log in at paypal.com and look in your history there to find the Delphi Forums subscription and cancel it. That can't be done on pages here. When your current subscription runs out you'll continue on free  DelphiBasic.
