Spark plug fouling   Tuning&Exhaust:04cal/06 up

I have a 2004 v star 1100 that has had problems with rich fouling spark plugs from the beginning.  I feel like I'm at the end of getting it right but can't figure out a good way to go. The only thing aftermarket is a slip on exhaust but I'm unsure of what brand. At this current point the jets are 115 in front and 112.5 in back with the pms turned out 1.75 turns. Does anyone have a more definite way it should be as far as jet sizing, pms turns and needle adjustment with it having a aftermarket slip on. Any and all advice is greatly appreciated

The Only Thing I Can Say, Don't Leave The Choke On Any Longer Than You Have To & Don't Put Any Octane Booster In With The Fuel.

I Did That To My Last One And As Soon As I Stopped, Everything Cleared Right & Use Regular Fuel, That's What's Recommend For Mine.
